Power Tiers in Harry Potter

A+: Harry, Draco, Hermione
A: Kingsley, Aberforth, Slughorn, Lupin, Sirius, Tonks, Molly, Lucius, Arthur, Fleur, Viktor, Bill, Pettigrew, Prewett twins, Amelia, Dorcas, Frank, Alice, James
B+: Ron, Neville, Ginny, Luna
B: Crabbe, Goyle, Dean, other DA members, minor death eaters
C: Flint, other nondescript characters/side characters
F: Lockhart
S+) The S+ tier is simply the combination of raw magical power and aptitude with difficult magic and magical feats including wandless magic and accidental magic
S) The people in this level are missing the raw power but have finesse and skill with magic that makes up for it
A+) The people in this tier have been selected on the basis of their potential in the view that they would break into S tier as adults
A) The people in this tier are missing raw power and experience but these are strong in their own rights.
B+) The people in this tier have been selected on the basis of their potential in the view that they would break into A tier as adults.
B) Middle of the line with no real aptitude shown for any specific branch of magic with middling levels of finesse with spells
C) These guys aren't really important to the story and have either no showings or unimpressive showings
F)Just for Lockhart

I'd probably put Crouch Jr. in S-tier. He's got some pretty incredible feats under his belt, such as (allegedly) scoring Os in all 12 OWLs, breaking free from magical detainment after being imprisoned by Azkaban and later his father, and (immediately after being free for the first time in about thirteen years) capturing and impersonating Moody for an entire year, to the point where Albus Dumbledore couldn't tell the difference.

A is reasonable for them. As an order member and pissing Voldemort off, Dorcas seems A. Amelia Bones was more of a political elimination considering that she was next in line to become minister after Fudge and had no nonsense attitude of dealing with the DEs and seemed a good threat to ambitious of Voldemort.
