How many people were working the world quidditch cup. Two. My imagination just doesn't like it I guess. And I fall back to that they are just in another realm or dimension. That is my headcanon and I am sticking with that. Especially after Fantastic Beast, there seems to be an entire Wizarding Paris.

Did it say he created it in the books? I don't remember. I always assumed that the Wizarding world thought flying was dark magic and "good wizards" just didn't learn it. I had never heard the theory that Lily created the spell. Some fans like to say she was just floating and not flying. I go with the theory that she was flying when she was jumping off the swing. My head canon that she had a natural ability to fly. I think that she showed Severus that she could fly before they went to Hogwarts and Severus warned her that it was considered dark magic and to be careful. I think that she taught him how to fly, but when he joined the death eaters he never told anyone that Lily taught him. I imagine that Severus room is on the top floor at Spinner's End and that she would fly to his window. I imagine that Lily liked to go to Spinner's End because she could do magic there, because Eileen was an adult witch living there.
I remember in a Snily exchange there was a picture of Severus and Lily flying. I'm going to have to look for the picture and share it. Another art work that I remember is I believe by Viz on DA where Lily and Severus are flying past James on his broom.
